Senate Takes Lead as House Republicans’ Talks With White House Fail

WASHINGTON — Senators Harry Reid and Mitch McConnell on Saturday began last-ditch negotiations on reopening the government and raising the debt ceiling as talks between House Republicans and the White House collapsed, dashing hopes for a quick resolution to the political crisis that has paralyzed the government.

The dead end with the House, coming just five days before the nation reaches its borrowing limit and faces the possibility of a crippling financial default, has left Republicans on Capitol Hill with no easy options.

“No deal,” Representative Paul D. Ryan, the chairman of the House Budget Committee, said as he left a meeting with fellow Republicans in the Capitol.

There is now little doubt that any deal to reopen the federal bureaucracy would have to come from the Senate, where Mr. Reid, the majority leader, and Mr. McConnell, the minority leader, sat down face to face on Saturday morning for the first time since July. The meeting, which both sides described as a constructive if highly preliminary step toward talks that would continue throughout the weekend, was an indication of just how urgent the situation had become.

Why doesn't Boehner learn from Boehner ?

To address the budget impasse, the House authorized H.R. 3273 to establish a “Bicameral Working Group on Deficit Reduction and Economic Growth" which was evenly split between the House and Senate and thus also by political party.
That's balanced ... and will most likely never happened.

Counter that with what Speaker Boehner finally did with naming conferees to resolve the next five year Ag bill.
While the Senate named 7 Dems and 5 Republicans, they feature compromisers like Klobuchar and Baucus ... and Speaker Boehner named 17 Republicans and 12 Democrats featuring compromisers Peterson and Walz. To resolve the food stamp issue, Boehner announced that Steve Southerland will serve as a leadership conferee ... and another area of major dispute is the the Market Stabilization provision from the Dairy Security Act which Boehner is passionate about - personally lobbying against the House Ag Committee stance ... all but two Republicans (Ag Chairman Lucas and Ways & Means Chairman Camp) voted for his amendment ... the Senate opposed Boehner's plan.
So on the Ag bill, Speaker Boehner has stacked the deck and will force the Senate to compromise on his terms.

Why doesn't he just push the Conference Committee approach on all matters ?
