C.F.T.C. Proposes Curbs on Speculative Commodity Trading

Regulators on Thursday proposed new curbs on speculative trading in 28 commodities, seeking to prevent distorted prices at the gas pump and in the supermarket.

The proposed regulations, issued by the Commodity Futures Trading Commission, are shaping up to be among the thorniest of the new financial rules under consideration in Washington.

The proposal, which will phase in the trading limits over time, is identical to a plan outlined in December, only the agency now has the votes to move forward.

“Position limits help to protect the markets both in times of clear skies and when there is a storm on the horizon,” Gary Gensler, chairman of the commission, said in a statement.
