I like to look at vectors not standings … forget #5 … how about the US being #28 and sinking to #39, behind Ecuador and Albania, in the 2008 Environmental Performance Index as reported at the World Economic Forum.
In fairness to my good friend, Norm Coleman has introduced the Climate Stewardship and Innovation Act of 2007 which implements a cap and trade program that would require each firm to turn in an emissions allowance to the Environmental Protection Agency (EPA) for each ton of greenhouse gas it emits. Total allowances are limited to the number of tons allowed by the cap. These allowances can then be traded through a government provided greenhouse gas database, which would contain an inventory of emissions and a registry of reductions.
