Just in case you're wondering how the Governor's State of the State speech is faring among various news sources and bloggers, here's an annotated compendium:
Star Tribune — "...the old flaw remains: When something isn't performing well because it is underfunded, denying it money isn't likely to make it better. In education particularly, rewarding success won't remedy failure, at least not quickly, and the cost to society of persistent failure is intolerably high."
